Tropical Depression Eighteen expected to become Tropical Storm Rafael this afternoon or tonight. Accuweather Senior meteorologist Dan Pydynowski says it's moving north west and could be approaching western Cuba Wednesday as a hurricane as it nears the Florida Keys. He says the worst of the storm will move west of Florida into the central Gulf of Mexico and could threaten coastal areas of Alabama, Mississippi and Louisiana by this weekend.
