Tropical Storm Rafael is expected to strengthen into a category one hurricane this morning as it continues tracking toward western Cuba. Accuweather Meteorologist Brett Anderson says the Florida Keys will see impacts tonight with gusty winds between 40-to-60-miles-per-hour. Rafael is expected to weaken by Friday as it mixes with cooler water in the northern Gulf of Mexico. It's expected to approach the Southeast Louisiana coast as a minimal tropical storm.
